In April 2021, the Belgorod Region became the venue of the 2nd All-Russian Forum “Smart City. Instructions for use”, organized by the Ministry of Construction, Housing and Communal Services of Russia together with the administration of the Belgorod Region and ANO "Digital economy".
This forum confirmed its place as a unique platform for building a direct dialogue between government, businesses, and experts. For two days, the executives of regions in Russia and large businesses, as well as the best young specialists in the field of digitalization, exchanged experience and together looked for breakthrough solutions to increase the IQ of the country's cities. At the final plenary session, the Deputy Minister of Construction and Housing and Communal Services of the country Maxim Egorov and the head of the Belgorod Region Vyacheslav Gladkov summed up the results.

The 1st international forum “Smart City. Instructions for use" took place in Kaluga. The forum brought together leading Russian and international experts in the field of digitalization, representatives of federal and regional authorities, IT developers and mayors of the pilot cities of the Smart City project.
The forum was attended by about 400 delegates, representatives of all regions of the country, major companies and the media. Interest in the event was so great that it was necessary to introduce quotas for delegates from one region and one company.
“The Concept of Smart Cities of Russia” was presented and the first agreements were signed with the pilot cities of the project on the digitalization of public utilities at the forum.
In terms of the forum, an exhibition was held, that industry leaders took part in, including: "Rostelecom", "Kaspersky", "Kalashnikov Concern", "Megafon" and many others.
